its activities that are slightly hard for the child/baby's age and stage so therefore they have to try or even practice to achieve the task, which helps their development progress. if the task was easy for them they arnt going to learn or develop any further.

for example if a baby is given a new shape sorter they might find it hard to get the shapes in at first but they will keep trying to work it out developing their problem solving skills. if a 9yr old is given a baby shape sorter they are likely to be able to get all the shapes in the right place with out having to work it out therefore they dont develop their problem solving skills etc a 9 year old would need a jigsaw that encourages them to progress to the next development stage.

but if its too difficult the activity wouldnt be right either as the child/baby would get board and may feel less confident.
hope this helps
