Hi, use the level 5 handbook preview to examine this. Search for 'individual capacity' and select page 89. Link examples to working practice and see if any of these suggestions are relative:

inadequate understanding
level of independence and access to information
the time available for the choices to be reflected & decided upon
the sources known to an individual and the knowledge/number of choices each source has to offer
ability for an individual to act on or to use the choices available to them
