How about paper plate masks?
I've already posted this as a reply a while back to Toni in 'Animals', the thread is 'Wild & Farm Animals'. I did this with my daughter when she was around 18 months, and my 6 year old wants to have a go, so its 'all-age' accessible. I think I suggested ribbon to tie it, but we ended up taping on a lolly stick. Hope it helps. :crossfing
