what things are in place to help children who are below the norm or above it to promote their development?

you could talk about speech therephy programs, sports programs-swimming, programs that teach adults about development-senco, behaviour managment etc physio, councelling programs/psychotheropy-might help a child develop emotionally, extra curricular stuff...there will be lots. all you have to do is say a program, what area it develops and how.
