Default Longitudinal Study - Conflicting information

I'm recieving conflicting infromation for my 3.15 longdituindal study for my level-3.

My assessors says:-

1.) Do activity plan-1 to observe a child for observation-1.
2.) Evaluate the observation.
3.) Use observation-1 to make activity plan-2 for 2nd observation.
4.) Do second observation following activity plan-2.
5.) Use observation-2 to make activity plan-3 for 3rd observation.
6.) Do activity plan-3 for 3rd observation.
7.) Use observation-3 to make activity plan-4 for 4th observation.
8.) Do activity plan-4 for 4th observation.

The syllabus book says:-

1.) Complete an unplanned observation (which my assessor says is observation-1).
2.) Use unplanned observation to plan activity for observation-2.
3.) Use activity plan-1 for observation-2
4.) Use observation-2 to make activity plan-2 for observation-3.
5.) Use activity plan-2 for observation-3

The syllabus would have me do 4 observations with only 3 activity plans except I need 4 except observation-1 can't be planned because observation 1 is supposed to inform your first activity plan.

Just which way is it? Do we observe first or plan first? And if we do observe first they need to realise 4 observations will equal 3 activity plans because the first observation can't be planned if we have to use observations before plans!!

But the syllabus states the first plan has to occur after the first observation. This is the central problem. If we observe first and plan second we will forever be one plan behind and in order to have 4 plans we would need to do an observation 5.
