Hi
i don't know whether this may help a little but i wrote this for 1.3 which may give you some ideas:

British Standards Institute (BSI) - Provides information and education on safety standards for children, young people, and students. BSI tests everyday items for safety.
When working with children and young people, staff are required to check that items have a BSI Kite mark on them.
Items with a BSI Kite mark means BSI have carried out health and safety checks, tested and confirmed that the product is safe and reliable and meets legal requirements.
BSI ensures that products meet the relevant legal requirements before they can be sold within the EU.
These approved items will have a CE marking which indicates that BSI have tested them against the appropriate standard (BSI Education, 2008). The CE marking is mainly on things such as toys and again must meet legal requirements.
We have standards to make our lives easier, safer and healthier.
Here are a few:
• Standards make sure that all electrical wiring is safe in all equipment that we use in our settting.
• They help to make buildings more accessible to disabled users.
British standards are produced by qualified and experienced people, who come together by BSI. They discuss and agree in detail what will form the new standards.
BSI was the first national standards in the world.

great reply xx the CE mark is the minimal safety requirement for all products that are sold in the EU. If it doesn't carry the ce mark it isn't suitable.

The Kitemark is owned by BSI making it an available choice for manufacturers to additionally test/mark their products. BSI are a notified body for the CE mark - product services ie. they test products, provide the CE certification and are able to offer the kite mark as an indication of additional safety assurance.

The British Toy and Hobby association operate the Lion mark programme which, along the same lines as the Kite mark offers additional reassurances for quality and safety, the BTHA provides this consumer marking option for their own toy maufacturing members.

Best wishes
