This could be that you are providing an activity, but that child cannot access it, they themselves may not be aware that they haven't been thought of, for example you may provide sand play in a pit of on the floor for children, but a child who is in a wheelchair can not access it and goes to play elsewhere - where they can get their wheelchair to an activity.
The setting has treated a child such as this with inequality - all children should be treated equally and a setting should think of children's different or additional needs by adapting their practice for this child to play with sand - possibly by placing it on a table where their wheelchair has access to, or by giving them a small tray of sand that fits over their wheelchair so they can experience the enjoyment and learning of this activity.
So the child in this example is not directly experiencing inequality, no one is saying "You can't play in the sand", but the negative affect is that they can't play with the sand - no one thought of anyone with different or additional needs.
It's every long-winded written down, but I hope pulling apart the example you were given will help you see what it means.
You can use this example and use it for other activities i.e. using nuts in cooking or making nut ropes for the birds, if you were thinking of using them and you had a child with a nut allergy and their parent asked you not to let them go near the activity; if you don't consider them and didn't offer an alternative or not use nuts because of a child with a nut allergy, you have treated a child with inequality. The child may be unaware, but you as an adult you should know you aren't thinking of all children and treating them equally.
I know lots of settings don't use nuts, but this is just another example for you to see, it's the same thing each time, just a different activity.
It basically comes down to adults/settings not thinking (maybe unintentionally ) about all children and treating them equally. The question is to make sure practitionrs don't think 'it's only one child in 38 that can't access that activity' to thinking 'how can we include all children equally and fairly' by adapting or offering an alternative. if you do offer an alternative, then you must remember to offer it to all, so that the 'other' children are not treated unfairly.
