General question Can someone please explain to me the difference between these 2 questions??

Ok, so I'm working on my project for equal opportunities and additional needs.
I am almost near to finishing, with just a few questions to go, but I'm struggling to differentiate between these 2 questions

Difficulties in accessing provision and services that might be experienced by children and families and how procedures and practices can work to overcome these and improve services...

What barriers to participation might be eg attitudes, language, mobility; lack of information/knowledge of the benefits of children's services, environmental barriers, discrimination and how you would ensure these were recognised and removed...

They sound similar to me

Also, I'm in Scotland, so in fact I am doing my SVQ, but I was wondering if anyone has any knowledge about this question:
the kinds of community resources and support available to support equality of access. the scope of opportunities for referral is necessary and sources of information for children and families

So far I only have working tax credits, which is a financial aid for those who struggle to meet the cost of childcare, but now I'm stuck
(Though I don't really expect any of you to be aware of Scottish resources, but it never hurts to ask xD)

Please I need this for tomrrow, it's the last part of my project!
