2.2 explain the dilemmas a practitioner may face when idenitifying a potential support need which would require partnership working.

Page 151+ of this level 3 handbook is good reading. Use the look inside feature and search for 'barriers to partnership'

Dilemmas result when we're unsure, if a need requires intervention, if our concerns will be taken seriously, if there is a positive enough relationship with a child's parents, how effective communication is, if a setting knows how to source advice and services from others.
