Hi, approach it as seeing children's development happening within in three areas ..

1. are the children just beginning to understand
2. are the children fairly confident, exploring and experimenting to embed all the possibilities of what they are finding out about.
3. are the children secure in the knowledge of what to do, what will happen or what could happen - do they do things with fluency or are they still hesitant/embedding learning ..

To relate this it to cooking .. we're making orange jelly with agar-agar for the first time at the moment!! and beginning could be thinking about a recipe and researching what's involved - ingredients & method.
Embedding is where you do trial runs, see how it works for you, experiment with things until you're confident of what will or won't turn out .. Secure is knowing exactly what needs to be done to prepare, make, fix & serve something 'ish resembling your original intention

Other ways to monitor children's development in this way could be ..
traffic light system - red, amber, green
first noticed - learning/practising - mastered
needs support - is discovering for self - is confident
entering - developing - accomplished
If the tracker is provided by your local authority can you ask if there's any guidance to accompany it, they might of produced specific definitions that will help.

This is from Oxfordshire.gov.uk's guidance for assessing & recording development:
Quote:
Best-fit judgements make it possible to consider the overall progress a child is making, and whether progress is generally in line with what is typical for a child of that age. The child’s learning and development is compared with a band of descriptors to see whether it roughly gives a picture of the child, and the band is identified which most closely describes the child.
