Help SOS Nvq 405

Please please could somebody help me I am stuck on a question that I am sure is very simple but I just can seem to find anything out for it

Scenario - You have a child that needs emergency cover in your setting. The parents and child speak very little English. Explain where the resources and funding could come from to support this child.

Any clues would be fantastic.
