Default Unit 428 - Health and safety

Hi everyone,
I have got a bit stuck on my Health and Safety Unit, (428) -
K28K09 - Ways of developing a culture in your area of responsibility that puts health and safety first.
Im also a bit stuck on:
K28K15 - Sector specific legislation, registration, guidelines and codes of practice relating to health and safety. Just not sure what 'sector specific' means really!
If anyone could help, or even just point me in the right direction, i'd be really grateful! Just got a mental block! If i never hear the words 'health and safety' again i'd be ecstatic!!
