424k18....Really really stuck !

Please help ! having been writing for hours , days and months - i'm stuck on this one ...i know that certain funding has certain criteria and can do that bit but my dimmness tonight is stopping me from getting any closer to knowing what to put for guidlines and codes of practice ?
If someone has any pointers i would be so very grateful
