Help SOS Safeguarding children essay ideas?

Hi all I am hoping that somebody will be able to help me or point me in the right direction I just dont realy know where to start!!!my essay title is

Critically examine the historical perspectives and legislative changes that have affected the safeguarding of children and young people.

and my learning out comes are:

• Discuss core legislation relating to the welfare and safeguarding of children and young people, families, parents and carers.
• Evaluate the contribution and intervention strategies of different professionals and interagency work in the support and safeguarding of children, young people, families and parents/carers.

I can understand I need to go through the legislation perhaps in a timeline fashion but the 2nd LO has left me puzzled, and im not sure where to critically analyse legislation it doesnt make sense to me at all!!
Also my tutor keeps saying safeguarding is not just child protection dont focus on this!!I was hoping somebody could give some ideas so that I can understand the question a bit better??

You will need to tie everything up from your lectures, your reading list and also further research to build up the framework or your assignments.
It will be a lot of reading and research on top of the lectures, but you've probably already been told.

On the historical perspectives the following books may be handy for reading and dipping into:

Children, Childhood and English Society 1880-1990 Harry Hendrick

Children & Childhood in estren Society since 1500 Hugh Cunningham

London's forgotten Children (Thomas Coram & The Foundling Hospital) Gillian Pugh

and read up on some of Margaret mcMillan's work.

There are a great many other books that you can choose from other than/as well as your reading list; if you can't get them from the university libbrary google online publications or order second hand from Amazon.

thanks for your help heidi but i just need more guidance im sat here looking at the screen at 2 am with no idea where to start its due on friday along with another essay im at the point of giving up.
