I have a question TDA 3.4 Promote positive behaviour

Use own knowledge of promoting positive behaviour to contribute to reviews of behavioural policies, including bullying, attendance and the effectiveness of rewards and sanctions

Im a little confused with this one.

As a volunteer in the school I dont get involved with children with specific behaviour problems. The chapter in the supporting teaching and learning book seems to reference individual childrens behavioural policies where as I read it as I would review the schools behavioural policies and make suggestions as to how it can be improved. Is this correct?
