Shc 34- Duty Of Care

Hi everyone, I hope someone can help, I am stuck on Duty of care, AC 2.2- Describe how to manage risks associated with conflicts or dilemmas between an individual's rights and the duty of care.
I have to answer this question in relation to a school trip to a mosque, and consider- transport and staff genders and ratios, introducing and promoting respect for the customs of the mosque, encouraging active participation, managing risks, the potential for conflict between duty of care and individual rights and needs and how you will balance these.

I'm really stuck on how to start this question, so far all I have done is talk about how I would cater for the children who couldn't come, other than that I am stuck.
Please help, this is my last question, then it can be signed off!
