Hi, I would think 'context means writing/recording what the features of the learning or play activity are - ie. what the Children/child has been asked to do, how they are to do it, why/what the objective or aim is.

A few reasons why recording off-task behaviour might be required could be to evaluate the effectiveness of the teaching method, guage the interest level / attainment or performance of Children - to judge how engaging the task/material is, possibly to identify areas of behavioural concern - and maybe to enable targetting of 'support.
