Hi and welcome to Silkysteps, I'm not sure what the unit looks at specifically sorry. This is a personal view and would consider: space, interest, money, finding out what everyone wants and knowing what's required for health & safety.

Factor from free dictionary

What are the dimensions of the room.
What is the storage situation.
How is the room already laid out: does it provide areas/zones/flooring for messy/soft play, somewhere for parents to meet, somewhere for information to be displayed ..

What resources are already provided
Are they interesting
Do children engage with them - how and for how long.

What is the funding situation

What does everyone want: children, staff, parents, external organisations/professionals.

What are the requirements;
For hand washing & toileting facilities
Kitchen hygiene & food storage.
Storage for COSHH - control of substances hazardous to health:
Chemicals & cleaners, paints, disenfectants and items such as ladders, steps, heavy items - Businesslink goods & materials
Protective clothing: gloves, aprons, hats..
First aid equipment.
Fire equipment.
Posters, signs and labels.

To evaluate if the environment is positive you could ask if the setting is welcoming, approachable and where possible are everyone's cultures reflected in the resources.

This is a thread for planning a positive environment

Other management type factor titles could be:
Working conditions - for children, staff and parents.
Work being anything - work at being lazy, antagonistic, happy or smile .. and having a positive - agreeable and encouraging place/environment to do so.
Setting ethos
Setting approach
Finance
Communication
Equality & diversity
Workforce development - existing and potential.
Health & wellbeing
Access
Is discrimination addressed
Is anti bias and bullying explored

This is a good page accelerated learning from Brainboxx.co.uk

Hth, enjoy the site xx
