CAF- Help please with the procedure

I have read the CAF guide but still confused on how to number the following;
Referral stages

Complete referral form by the deadline given
Identify the agency you want to refer to
Make links with the contact person
Gain consent of the appropriate person (parent/carer/child)
Specify the support needed
Follow the referral procedure of this agency
Find out what the service is able to offer
Follow up to find out the decision made

I need to number 1 to 8
