unit 3.6 Referrals help plz

Hi
I am stuck on unit 3.6 a.5 which has the referral stages and you need to number them 1-8.
I cant seem to find anything to say which order they go in have looked on the CAF and no 8 stage steps.

Any ideas on where i can get the information to answer this part would be gr8

Referral stages:
• Identify the agency you want to refer to
• Gain consent of the appropriate person (parent/carer/child)*
• Make links with the contact person
• Find out what the service is able to offer
• Follow the referral procedure of this agency
• Complete referral form by deadline given
• Specify the support needed
• Follow up to find out the decision made
