Default CYPOP 17 1.4 (sorry if its been done before!)

Hi, I'm new to silkysteps so hello everyone

I wonder if anyone has any pointers for cypop17, 1.4 - Explain why strategic direction from national and local policy is required to address factors impacting on outcomes and life chances for children and young people?

I have managed so far to do a lot of cypop 17 but really don't understand this question! I apologise if it has been answered before, as I say I'm new to this
