Explain how risk assessments are carried out without limiting development?

I answered my tutor by saying that we do our outdoor risk assessments before the children come-whilst we're setting up outside, and before we actually go out. And before we go out to see the farm animals. We also have check lists posted in the toileting area so that we can put our initals with the time that we carryout the risk assessment there and then.

this to me is when you can put control methods in place rather than not have the object or do the activity such as if you had a climbing frame on it's own, the children will be in significant risk of injuring themselves possibly with a head injury, so do you not have the climbing frame out which means you are limiting a child's development or do you minimise these risk such as putting safety mats around the climbing frame (indoors), you have then put a control measure in place to prevent this but you are not limiting their development. You could also put other control measures in such as a member of staff at the climbing frame talking to the children that need guidance with boundaries e.g. no running, go slowly, no pushing and the staff member can help support the children that need support.
