Hi, the Lead networks and multi-agency work to benefit children and young people in residential childcare RCC 5.15 Unit lists the possible factors as
  • capacity and commitment of family members
  • legal constraints
  • travel considerations
  • risk management issues
It also states this outcome needs to be assessed in your workplace so the factors will relate to policy, procedure and practices happening in your setting.
