Explain how establishing a safe environment can support the procedures necessary for accidents, illnesses and emergencies .......

iv looked at the assigment guidence which say this:

Write about how creating an environment in the setting which is safe will help appropriate procedures for accidents, illnesses and emergencies to be written, implemented and understood by everyone in the setting.

i dont know anything about writing procedures
