Hi, without restricting opportunities means to identify anything at all that stops children/adults from doing something.
Taking all reasonable precautions means as a practitioner you'll want to provide the safest most protective environment possible - but needs to be
reasonable - takes into account everyone around.
The act of undertaking risk assessment can be quite procedural:

If you note down eg:
In doing the risk assessment, you become aware of a danger that could have the children harming or injuring themselves - don't immediately feel you need to take the activity off the 'can do list or not suggest it in the first place ..
Look at what the problem is:
Is it a naked flame, sharp point, serated edge, is it heavy, is there a big drop involved, can someone slip over on it, hit someone else with it, hit themselves with it, recieve a dry burn from it, have it fly in their eye ...
When you know what activity you're doing an account on look at all the possible risks and see how you can counter them so that everyone enjoys it without being at risk.
