Default Behaviour management assignment...please help

hi guys I am doing my level 5 of the foundation degree and onto my final assignment, really cant get my head around it at all and any help would be greatly appreciated. The question is...
How can policy be instrumental in the provision of an environment that fosters positive behaviour?

just looking for someone to point me in the right direction.
