Help SOS Ratio etc help!!!

Okay so basically in my setting it is 'open plan' ie the rooms are all seperate but have child gates across them so you can see into each room. However there are blind spots, especially in the 3-5 room and baby unit as they are L shaped. I am concerned that recently staff have been left on their own in rooms, and the manager brushes it off by saying that because it's open plan it doesn't matter. But my query is what happens if a child hurts themselves? Or a child needs the toilet or a nappy change? Surely this is wrong?! Someone please give me some guidance as I just keep getting told by my manager and the owner of nursery that I'm making a deal out of nothing :/
