2 way flow of information

Our development officer came out the other day and says we need a 2 way flow of information book! It's apparently not enough thet we pass messages between school and parents we now need to get the recpient of the message to sign for it!
I can see the point but it seems a bit overzealous and wondered whether anyone else has heard this/ has one or what you thoughts are?

we dont pass on messages from the school, except to let parents know there is a message in their childs bag...............the school writes down any messages for parents and parents have to do the same, we dont pass on messages they write a letter to the school. the same way that the schools wont pass on messages to us from parents, they make the parents either ring or write it down for us

Forgot to say we are school run- so i think it's kind of expected that we pass on messages.
