Think of it this way, what would happen if you didn't support the development of children's language & communication? Would they learn positive language skills if they were just left to their own devices without the support of you & such activities?
Children learn from activities & by interacting with others. You provide such activities & talk with children during routines not only to help them feel welcome but to set an example of how we interact with one another. Manners, getting along with others, good body language are all important communication & relationship building qualities which are learnt. Providing activities that support this help children to progress from baby talk to general words & then sentences. These activities are also important to help children who have English as an additional language. Providing visuals such as picture cards or objects for example & asking them to repeat the word with you can help them to have an understanding of the language they are using. If they are not given these activities they may use words without understanding their meaning & it may take them longer to pick the language up.

I would think the main reason is so they can express their needs. If you think of young children who have bad behaviour (bitting) its useally cause they are frustrated because they cant express theis needs which leads to social and emotional problems. Hope this helps.
