General question playwork lv 4 unit 502

Hi can anyone point me in the right direction to these questions

2.4 describe the types of obstacles to change that may occur in a playwork organisation?
[i]would this be how changes/laws happen almost everyday? ect

2.5. explain strategies that may be used to overcome obstacles to change within a playwork organisation?
could this be an example: empowering staff to take part in the change process what is happening?

not sure im going along the right lines on this one.

any tips/help will be much appreciated
