Default Health and safety legislation.. Can anyone point me in the right direction?

Identify current health and safety legislation and explain how these are implemented in your setting and identify sources of guidance for planning healthy and safe environments for children including the factors to take into account when planning these environments.

I'm completely confused at this question, I'm completely confused at the whole of the Level 3 NVQ can someone please help me out? I appreciate all the help I've got from everyone!
