It's not so hard if you break it down and think what do children do in play?
You may provide them with laces and beads (obviously age and stage appropriate thicker laces or bead frames/poles with chunkier beads etc) this will help them develop their fine motor skills......because one day they'll need to tie their own shoe laces,
Everything they play with is fun (or it should be!) whether it is role play, physical (small or gross motor) . They are developing the whole time and these are skills children will need for future independence.
You ask about the stages?
Would you provide the same activity for a 12 month old baby? a 3 year old? or a five year old?
Why not? - because they aren't capable; the baby will probably chew a book - so cloth or bath book is good, a three year old can turn the pages over in board book or a book without too many pages, if there are far too many, they may get frustrated or tire and rip them and a 5 year old may even be able to read some of the story.
This is just a generalisation - but broadly speaking, where their development lies.
You can look at some of the theories and development of play - have a look at Piaget and his stages of development. That will help you understand how some children learn/play and develop.
