If you look at the dictionary definition it says '..... the professional science or theory of teaching'.
So, it's not 'any old thing' that you are practicing or teaching in your setting, but a theory or belief/ a way of delivering/practicing the curriculum in your setting. It will/may be different from setting to setting as we are all individuals. We may deliver a different service because we have different beliefs and values - this 'professional' belief/ value/theory of our own will be influenced from somewhere - this, we can call our pedagogical teaching.
So pedagogy is professional practice relating to the learning and development of babies, toddlers and young children.
So, you are now being asked how is this used in the values of your pre-school?
So what or whom influences your pedagogy ( practice) in your setting?
i.e.
Do you and your setting have strong and principled views of piaget's theory? Do you follow his theories? or do you take some of his beliefs , but also feel that others such as Bowlby's theory plays an important part of settings values - you may be a nursery with lots of babies and can really see how his theory relates regarding the babies and attachment to their parent.
So in very simple terms - what are your beliefs and how do you put this into your professional practice? Your beliefs will have been influenced by other's theories - unless you have 'discovered' one and written a book.
I hope this helps and has not confused you further. I wasn't sure whether to reply or not as it's not easy to explain down on paper and as you have suggested - wouldn't it be simpler if they just found an English equivalent of the word! This word has always been used abroad and trips off the tongue far easier over there than it does here.
