Help SOS staying safe action plan and children's plan

Hi all, I hope someone can help me... I'm currently completing my safeguarding unit, and have been reading about the government publication staying safe:action plan. I have now come across the children's plan:building brighter futures. I am confused What is the difference between them? I have looked at them, and to me they appear the same document, why the different names, or are they not the same?
I hope someone can help me shed some light on them

Staying safe: action plan and The Children’s Plan: Building brighter futures

Thanks

I've just worked it out! Staying safe is an action plan following on from the children's plan. That's why they seem so similar. confusion over!
