... Is Every Child Matters a government policy or government initiative?

I need to analyse a strategic national or local policy that has positive impacts on the outcomes and life chances of children and young people...any ideas are welcome!

I've already done this question once and got it wrong so could do with the input!

policy. and a great one to cover for this assessment criteria. remember analyse isnt describe you will have loads to write.
