Prevent duty and counter terrorism!

Please help!!
I have to write a description about different legislation's.

The first one is the prevent duty guidance 2021 and the second one is the counter terrorism and security act 2015.

From what i am reading online, these are both the same? Can anyone tell me how they are different please!
