302.2-2 It means when you are assessing a childs development only use your observations and those that have observed them before you, dont just assume they should be at a particular stage.
302.2-3 use the information you get from your colleagues who where the childs previous keyworker, from what parents comment on their childs progress in development etc to assess, how your key child is progressing with their physical, emotional, development etc.
