Default Next steps for children who need one to one

Can anyone tell me what are the steps to take when you think you need additional support for a child when you have already spoken to the parent and have agreed targets but the targets dont seem to be working? We have thought about involving the senco however we have been told that they wont intervene untill it has been at least a month of observations.

Any info or help is very much appreciated.
