Have a look at how thw Early Years sector has become more important as a result of political and social responses to social and economic developments.
such as more parents these days returning to work etc

and i researched how The U.K government have a greater appreciation of the early years due to research from a Programme called Head Start which was started in the USA, for low income families to provide education and health care for their children.
