2.0 BACKGROUND

2.1 Following Ian Huntley's conviction in December 2003 for the murders of Jessica Chapman and Holly Wells, the Home Secretary asked Sir Michael Bichard to lead an independent Inquiry into Child Protection measures, record keeping, vetting and information sharing in Humberside Police and Cambridgeshire Constabulary.

2.2 The Inquiry's Terms of Reference were to: -

'Urgently enquire into child protection procedures in Humberside Police and Cambridgeshire Constabulary in the light of the recent trial and conviction of Ian Huntley for the murder of Jessica Chapman and Holly Wells. In particular to assess the effectiveness of the relevant intelligence-based record keeping, the vetting practices in those forces since 1995 and information sharing with other agencies, and to report to the Home Secretary on matters of local and national relevance and make recommendations as appropriate.'

2.3 The Inquiry sought information and evidence from a variety of organisations and individuals. There were 16 days of public hearings between 26th February and 30th March 2004 during which oral evidence was received from 64 witnesses.

2.4 Sir Michael Bichard delivered his report to the Home Secretary six months after the Inquiry was launched and it was published on 22nd June 2004.
