We have three projects in the Rochdale area. Floating Support service 15%cutNightstop 16 & 17 year old emergency direct access overnight stay 100% cutmens substance misuse abstinence supported accommodation. 30 % cutThere will be an impact on service users in Floating Support as Sanctuary would have to reduce staff hours (there are currently 17 service users). There are negligible on costs. Nightstop has had 67 separate young people (26 females, 41 males) in the service this year with an average of around 10 nights (688 bookings – 54%). All these are extremely vulnerable young people and a number of them have been referred by the Emergency Duty Team (Social Services). This will have a direct effect on all the young people and place them at risk. All of these will be lost if the Night Stop is decommissioned. The Men’s Hostel at Halsall House has 13 residents. If there is a 30 % cut then this will reduce to 9 and 4 service users will lose their place. Over a year this would affect about 16 service users. The support programme would have to be cut by 30 %. This is not physically possible within the constraints of safe working, and so may mean that the project would become unsustainable and have to close with the loss of all 13 beds. This may impact around 52 service users a year. This may also have a knock on effect of making the whole of The Sanctuary Trust untenable with the resultant closure of the Floating Support and our 9 bedded project in Wales. With the cuts to Housing Benefit and SP cuts there could be a big increase in street homelessness and other associated problems.Staffing IssueMaternity issues will have an impact so will need to take advice. Staff going through trials for new posts as part of remodelling may decide to take redundancy instead in light of these proposals.Closure of the Night Stop would make 5 direct staff redundant and 1 central office management post.Reduction of service hours at the Men’s Hostel would mean the loss of 85.5 hours per week or 2 or 3 staff. Closure would mean the loss of 285 hours of support or 8 full time posts. Closure of the whole of Sanctuary Trust would affect around 40 staff in total
