thought you had to have a license to sell tickets not at the venue and at a different time to the actual draw as it becomes a lottery. we always had to for school draws.

IMPORTANT: Draw Tickets and the Law
Any activity in which a prize can be won by chance is subject to the fairly complicated laws on gaming and lotteries. Basically Draws can be divided into two categories. Those that take place at a charity event, such as a fete, where proceeds are going to the charity are termed 'small lotteries' and do not require a licence. Whereas, if tickets are sold in advance to the general public you will probably need a licence which is available from the Director of Administration and Legal Services at your local District council for a one off fee plus a smaller annual registration fee.
