Hi, if you're already accepting children from 30 months then lowering this to 24 shouldn't cause too much upheaval.

Staff Ratios
Toileting, nappy changing and sleeping/nap facilities
Arrangements for the 2 year progress check
Suitability of resources/toys & equipment for this younger age
Check any restrictions on insurance policies, registration documents, rental agreements.

The best way forward would be to contact your local early years department and gain their support for this development and maybe if you've close relationships with any nursery settings they'd help with advice?
