Lightbulb Permission to photograph?

I've just recieved an update to the ICT policy from school that requests parental permission to publish photographs on the internet as well as using the images elsewhere.... and it's torn me in two ...

One side of me wants to show that the web is a huge communication portal that I want my children to use, become familiar with, to be cautious and cynical of but to appreciate its enormous opportunities ...

the NO side says that there are just too many holes in technology and the depths that some people can sink to in order to make a buck from images put into the 'public domain'

Identity theft is personally my biggest concern, inappropriate contact and graphic/picture manipulation

What are everyones views on this ~ as an Educational Professional who has to advise parents/guardians & also as a parent ?
