Default Intervention for Children and Young People's Development

Help!!!! I have a sheet to complete with the following question -

"Explain the function and how these professionals can promote positive outcomes for children and young people, where development is not following the expected pattern"

I have to answer the question for a number of professionals - ie Health Visitor, CAF, Speech and Language etc......the one I am stuck on is

Advisors (i.e. local government department).......not sure what they mean by advisors?????
