Help SOS Importance of Working with Child/Young Person to ensure they have Strategies to Protect Themselves...

"Explain The Importance of Working with the Child or Young Person to ensure they have Strategies to Protect Themselves and Make Decisions About Their Safety", and "Explain Ways of Empowering Children and Young People to Make Positive and Informed Choices that Support Their Well-Being and Safety". Maybe I'm crazy but is the first one basically the why and the second is the how?? So same topic just split into 2 parts? Or is there a difference I'm missing? :/
