Default Expected pattern of development for disabled children and those with SEN.

I am really struggling with the following question from my Level 3 Diploma in Supporting Teaching & Learning in Schools:

What is the expected pattern of development for disabled children and young people and those with special educational needs?

Any help would be greatly appreciated!

Thanks Tutu, I'd pretty much put that, but I wanted to make sure that I wasn't missing anything.
