Being an 'explain' you might find this is a topic you'll cover when your assessor visits you? It's asking to look at the different types of provision and services available to famillies, how and why they are came to be - scope and purpose.

Scope involves variety and far reaching eg. how location, financial aim and service intent varies - charity, community, private and home learning environments.

Government's statutory services: education, health and social care departments fufil the purpose of regulation, legislation and electoral promise.

Local authority services for children meet the needs of their specific area and the requirements of government policy - take a wander around your.gov.uk to see how it promotes its services.
