Default Whistleblowing - evaluate ways in which concerns about poor practice can be reported

Hi guys, im a bit confused about this question..

Evaluate ways in which concerns about poor practice can be reported whilst ensuring that whistleblowers and those whose practice or behaviour is being questioned are protected?

I know how whistleblowers are protected, and have written about that.. but how are the people who are actually being questioned protected? Cant find any info anywhere on it?

Page 121 of this level 3 handbook an amazon.co.uk search inside the book for 'whistle blowing' and click to page 120

In order to evaluate this you will need your setting/placement's whistle blowing policy so that you make sure you know the different ways you can report any concerns you have about others practice ie. to your mentor, supervisor or manager, ofsted, NSPCC, PCAW or the police.
