This is a tough one, but after a few hours research this is what I can surmise from it all ...

The Education Act 1996 led to the establishment of special local authorities, which placed them with a legal duty to identify and assess children and young people with special educational needs. They then must ensure that those children and young people receive a level of support which will help them achieve the best possible educational and other outcomes
The Education Act 2002 consolidated with this act and one of its main provisions was to give schools which have innovative ideas to improve education greater autonomy to implement experimental teaching methods.

I hope this helps, although I'm unsure if it's what the assessors are looking for???
